For HPC scratch space, I've used PVFS2 (http://www.pvfs.org/), which provides a lot of the needs you've mentioned. One of the things the researchers liked was that you could write code to access the data directly rather than go through the filesystem layer. I do recall one of the problems was that you couldn't run executables from PVFS2, which causes some confusion.
