Note that there is no technical reason why this cannot be done. The Xen guys at the University of Cambridge who started Xen had access to the Windows source code thanks to assistance of Microsoft's Cambridge research laboratories. They had a paravirtualized Windows running under Xen years ago. Of course Microsoft would not let them freely license that. Then there is this: http://docs.vmd.citrix.com/XenServer/4.0.1/guest/ch03s02.html I'm not sure how these drivers work since you would still need to run in an HVM but it might be a partial paravirt/hvm hybrid setup.
