I see it as a matter of experiance (leading to maturity as you say). There 
is always the temptation to cut corners to get things done faster, or to 
get to the next fire. It's only after someone has been in one place long 
enough to have to pick up the pieces from their own mess that they really 
start to believe in the need for some of this work. Not everyone learns 
the first time this happens to them, and in many cases people change jobs 
rapidly enough that they never have to pick up after themselves, and they 
can always just blame the departed employees for screwing things up.
