You missed the most obvious source of information: The manpage.  There 
it says (in the section OUTPUT):

If  a  test  completes  in less  than  500ms  then the output will be 
displayed as "++++". This is because such a test result can’t be 
calculated accurately due to rounding errors and I would rather display 
no result than a wrong result.

In my outputs there is always the same number of +s in the same column. 
  The number depends of the output type: +++++ in /sec on STDOUT, ++++ 
in /sec in HTML file, +++ in %CPU.  Anyway there is no quantity 
information coded in the number of +s
