user error on my part. but:

(1) Let me turn this around. What's the objection to making the
change? is there something that would break? why not protect against
user error when possible to do so?
(2) xenocara does things in this same order. (see step 5 in release(8)
says to do "make bootstrap" before "make obj" and looking at make
bootstrap it does a "make distrib-dirs") so it makes sense to me from
a consistency standpoint.

but i won't push this further. it's not a big deal.
