ok matthew@ as well; the regress tests run fine on my system, and I
was able to use it to build my WIP CGAL and OpenSCAD ports.

However, since this is only support for amd64, it can't be linked into
the build for all platforms just yet.  Can at least the .c and .h
files be committed now so they're not lost and are easier to continue
testing until fenv.h support can be turned on everywhere?
