Very cool.  I've given it a try now on some limited hardware.  

Basic suspend and hibernate restore the keyboard encoding.  If I suspend 
or hibernate from the console, the keyboard encoding I had selected is 
restored.

However, neither suspend nor hibernate seem to mix with tmux.  If I 
suspend or resume from within tmux, the keyboard encoding reverts back to 
"us" and it stays that way with subsequent suspends or resumes.  Setting 
it with wsconsctl, suspeding/resuming again, and setting it again with 
wsconsctl then gets the settings to stick for further suspends or 
hibernates.

Plain unplugging and replugging the keyboard loses the encoding still.

Yes, that is the descripion of pretty much what I was looking for in this 
context of use.  I'll also look at hotplugd as was suggested.
