OpenSSH is also used by lots of downstream groups.  It has defaults.

The OpenBSD installer wants to change that behaviour; more to the point
change people's behaviours and expectations from the past.  First we have
to prove that people can get by.  Then the OpenSSH default will change and
this problem goes away.

So for 1 release, the installer has edited the configuration in this way.
It might be time to revisit this, the time is right.
