I'm running it on an em0 at pci0 dev 25 function 0 "Intel I217-LM" rev 0x04: msi, mac_type 0x1d phy_type 0xb in a Thinkpad T440p with no regressions seen so far. I'm not sure if anything here touches the I217-LM chip or not, but given some of the quirks in your list, I'm hoping that it might fix this bug that I've been experiencing for a while now. https://marc.info/?l=openbsd-bugs&m=150441840715439&w=2 It can take up to a week for it to show, so I'll run with the patch for as long as I can and report back any findings.
