I totally disagree with you. It works wonderful, you get table of contents, inter- as well as intra-document links, freely defined anchors and links, and you get interactivity inside a TTY manual page with patched grotty. The effort is minimal, and only command options (for non-headers) could improve it. Not immature, not ill-designed, nonsense!
