Many thanks Mark for the advice and encouragement. I think this is the relevant ubuntu wiki advice ( https://wiki.ubuntu.com/UbuntuDevelopment/NewPackages).
We'll begin to upload our 16.10 packages to our yakkety-testing PPA ( https://launchpad.net/~budgie-remix/+archive/ubuntu/yakkety-testing) in the next few days and follow the wiki advice to request a sponsor via a launchpad "needs-packaging" bug-report. We'll start with the core upstream packages such as budgie-desktop that we've already made Debian ready before moving onto the handful of "Ubuntu budgie" specific packages. cheers!
