While helping review UKUI packages for Ubuntu Kylin a while ago, I
learned that ubuntukylin-default-settings provides this apt source
(and a keyring for it):

deb http://archive.ubuntukylin.com:10006/ubuntukylin artful main

In light of other discussions, I looked into this a bit more. This was
approved after discussion on this list and in meetings in April 2014.

So I guess I have just one question here. Does it make sense for the
Tech Board to push for the discontinuation of that archive in favor of
Snap packages or equivalent (possibly setting a deadline)?

I don't know of a good email for the Ubuntu Kylin developers, but I'm
CCing handsome_feng who has upload rights for several UKUI packages.
