I did somehow think you may well have already gone down that road but
thought it just might be of help.

Two more thoughts come to mind.

1. Do you have a way of trying to connect the device to a public
available network which you know is working with the object of
establishing if the Apex will work or not? At least that just might show
if the device is working or if there is a fault.

2. Might it be worth contacting the support facility of Humanware, I'm
thinking of the US part of the operation which is probably open today?
