Bill, I think it may depend which version of Internet Explorer you have but try working with the following as a start.
Go to Tools, Internet Options and in General by using the tab-key you should be able to find the setting for the home page. If you then put in the URL you wish to use and tab to New, then tab to Apply and then OK. I'm hoping that should work for you. You will probably find options for default and current along the way.
