Replace the three electrolytics the 2.2uf, 15uf and 39uf this will bring
your regulation in line...by the regulation Ic and chopper...

I was a little confused when you say , in standby the voltage is 147, then
143 in run. It looks like it is 174v in standby then 157 in run which is to
high. Is this accurate?
If it is., then it is probably still a regulation problem. The arcing at the
tippler probably damaged the regulator which you replaced.  Should be around
143 Volts if I recall. Unsolder the collector of the H.O.T and try and get
regulator circuit working properly. Might have to put in another regulator
.I.C.
