Jeff: The 169 chassis will run without vertical. The standby should be about 145V and run should be about 145v. I would suspect it is going into xray protect shutdown. In the power supply primary, the 2.2uf cap is for the standby mode, so it might be bad. The 15uf cap is run, and I also stock those as they fail often. The base of the power transistor has a 3v zener, they are usually good, but that is a possibility. It is associated with either a 39uf or a 47uf cap. That cap is common to both standby and run. These can fail with either/both high esr or capacity change. And of course the infamous cr4118. I have also seen some strange problems with value changes on the pump-up cap for the TEA2261 regulator (470uf), and with the resistors on its power supply. You should measure about 29 ohms between pins 15 and 16.
If the regulator transistor was ever bad the emitter resistor may be bad.
