The problem involves the bias resistor internally located between the base
and emitter. ECG and NTE replacements have never been good. If you got your
2SD1650 from Suburban it is certain to fail. Use B&D for parts or OEM Sanyo.

Original HOT (D1650) shorted, using a used (D1878), both cross to
(NTE2331), has built in damper. Does anyone know what a good reading
should be between E & B both ways.... B+ running to high with both,
therefor not firing and shutting down. Just wondering if my used
