Transformer was Ok. Eugene Spooner suggested the transformer possibly having
a core short to the jumper wire I looked carefully, and I was clearing the
wire. Turned out I had forgotten to replace an open 2A GMA size slo blow
fuse ;T series.  (Insert sheepish "boy do I feel stupid" look here).
Its up & running now.
But if I had not looked, for sure the wire WOULD have been shorted to the
core.
The "generic" transformer I used is from NESCO and has the spacer height
just enuf to cleanly clear the wire.
