Joe, yes it can.
Also, you have to repair the trace from that capacitor you replaced. Electrolytic may 
have eaten through
the traces.
Though, I think the cylinder should still rotate when you insert a tape, so you may 
have different
problems.

No head or capstan rotation. Had notation to change 10uf cap on capstan
motor board if no capstan rotation, did that but no go. Cleaned mode
switch which I know causes several problems, still no go. Will a
