[Techs] RCA G27399CR...CTC169GH....Extreme brightness w/ retrace lines.

   When set first came on, there was no vertical sweep. As set comes 
on, though, the picture fills out immediately, but the picture is very 
bright and has retrace lines in picture. On Q03P, (I think this is one 
of the video O/P X istors) has 10 vdc on the e and b.
 There is 50vdc on the c. of same.
Anyone seen this one b4?
