still get HV from HV lead coming out of Fly when disconnected from HV

Problem....No HV..? 

Above unit has 132vdc B+ to collector of HOT & -.35vdc on base. When I
disconnect anode from fly to HV block, shouldn't I have HV from Fly if
HV block is bad...???
