Jeff,
Isn't the 33 volts for the tuning voltage to the tuner ?
Try removing the solder from the 33 volt pin of the tuner, and see if the
short goes away. Also check to see if there is an e-cap on the 33 volt line
that may be shorted. Maybe a short inside the tuner.
