Title : Project Management Mainframe (Mainframes project manager) Location : NY Duration : 12 Months Availability : Immediate Rate : $DOE Project Scope Requirements . The Agency is looking to update it's Online Management System called AIMS. AIMS tracks and processes approx. 700,000 violations each year. Processing involves such tasks as rescheduling, defaulting, payment entry and tracking, generating dunning notices and docketing in civil court. . The goals of the Agency are to improve the performance quality of AIMS, reduce mailing and printing costs, improve customer support, improve the quality and reliability of information integrate the Legacy and Client/Server application, and centralized data warehouse of central information to operations and management. . The Agency seeks to engage experienced Project Administration consultants to perform the following tasks: . Analyze the existing AIMS environment including hardware, software and operations. . Design and develop new systems and enhancements to the existing AIMS architecture. . Design and implement database modifications to the existing AIMS ADABAS database. . Develop functional and design specification for new systems and enhancements. . Using AIMS master control structures (I.E. Screengen, Router, and Data Element Dictionary) software create new CICS AIMS transactions. . Provide COBOL batch application programming and integrate the new programs into the existing AIMS system. . Design, develop and implement enhancements to mailing program using Group1 Code1, Group Mail Stream, and Group Duplication elimination. . Design, develop and implement significant enhancements to AIMS name inquiry procedures using Search Software America SSA NAMES 3 technology. . Design, develop and implement significant enhancements to the AIMS system to support NYCSERV requirements including: Security, scanning, bar coding, transaction posting, file transfer, name searching (SSA NAMES 3), report generation, archiving, archiving retrieval and automated data capture. . Support existing NYCSERV / AIMS interfaces. Responsibilities: . Coordinate the system development effort of this project. . Work with Agency Staff to ensure that all the requirements are accurately recorded and achieved. . Ensure that individual development team members complete assigned tasks correctly and on time. . Resolve all technical and functional issues regarding the project, with input from OATH's IT staff. Deliverables for the project : . A project work plan, updated weekly, detailing hours burned, task completion progress and time to complete estimates. . Weekly project status reports. . Open items/issues tracking and resolution reports. . Project status meetings along with meeting minutes. Minimum qualifications: . At least 8 years experience managing comparable projects and performing the activities described above. . Excellent interpersonal and written communication skills. . At least 3 years of experience working with end users to rollout new systems. . Bachelor's degree for an accredited university. . Candidates shall possess a high level ogfaptitude and competence in project management, with a strong mainframe background and experience in managing complex, high profile projects. Experience with AIMS and NYSERV highly preferred. . All work to be preformed using DoITT IBM Mainframe (MVS,VM, TSO and CICS) Computer resources and OATH's PC network environment. . All candidates should have extensive experience in systems analysis, systems design, programming, testing and debugging, and documentation creation. . The should have functional experience in interfacing with users to determine requirements, indentifying potential new systems functions and determining whether existing systems functions are satisfying needs. . They should also be capable of directing efforts to evaluate and recommend methodologies and application packages. CANDIDATES MUST HAVE EXTENSIVE EXPERIENCE WITH THE FOLLOWING SOFTWARE: .
