Would ideally like to have them use Struts2 frameworks and have other IBM experience as well, such as Process Server or Messaging, however not fully necessary. - The client is in a full rewrite of legacy based Java ATG code to the full IBM Portal stack using Struts2, so this gives you an idea of what they are trying to do. - The client is in the tail-end of this project and is in the QA stage. This person will fix bugs that come out of testing.
