Provide scheduling development and maintenance support; Maintain responsibility for baseline schedule development and progress schedule reporting; Interpret cost and schedule variance using generally accepted earned value management (EVM) tools and methodologies; Perform critical path analysis of the schedule and prepare for potential changes from the baseline plan; Assist with earned value implementation, including organizing the work, developing integrated cost and schedule baselines, updating forecasts, performing monthly analysis, and assisting with the implementation of scope changes; and Consult with VTR through integrated baseline review and provide project planning, scheduling, and controls support and recommendations. Minimum Requirements: Years Skills/Experience 7 Experience developing program/project schedule for initiatives for projects exceeding $30 million 4 Expertise with Earned Value Progress Measurement for business transformations with an IT component 4 Expertise in project management tools, techniques, and methods 4 Experience and knowledge of logistics, resource planning, and material management 4 Experience managing project implementation, developing baseline schedules, providing status for schedules, or conducting risk analysis of schedule dates 4 Experience monitoring and reporting compliance issues with regard to state regulations. 4 Knowledge of Earned Value Management, Cost Estimating, government financial management, Performance Measure Development, and/or process development 4 Extensive understanding of business transformation principles - people, process, and technology - backed by extensive knowledge of IT-enabled change and benefits delivery 2 Experience utilizing software tools, such as wInsight, Primavera P3, P3e/c, Expedition, Microsoft Project, OpenPlan, Cobra, and MPM 2 Working in government sector (preferably state) 2 Experience collaborating with consultant teams Strong Ability to lead multiple teams, manage client relationships, and be a key contributor in proposal effort Strong Ability to show flexibility, initiative, and innovation in dealing with ambiguous, fast-paced situations Strong Possession of excellent data gathering, analytical, and problem solving skills Strong Excellent communication facilitation and presentation (written and oral) skills Degree Bachelor's degree, preferably in Mathematics, Business, Finance, Computer Science, or Information Systems Certification Microsoft Project certification Preferences: Years Skills/Experience Degree Master's degree, preferably in Economics, Operations Research, Engineering, Mathematics, Business, Finance, Computer Science, Information Systems, or a related field Certification Project Management Professional (PMP), Project Management Institute Scheduling Professional (PMI-SP), Earned Value Professional, and/or Certified Cost Estimator/Analyst Experience working with Department of Transportation regulations in Texas or another state Thanks & Regards, Joel Garner Technical Recruiter Data Group, Inc.
