Description:

The selected candidate will be responsible for Managing the process of moving 
the current functionality in a MS Access Data Mart to the most optimal location 
in the existing technology Suite. After the functionality is moved, system 
closure activities will have to be conducted. 

. This activity will involve Understanding and documenting the current (MS 
Access) system

. Evaluation of the currently existing technologies (databases, ETL tools) 

. Identifying synergies

. Providing requirements to the development team responsible.

. Providing testing support to make sure that the functionality is accurately 
implemented in the target location.

. While this transition activity is in progress, the current MS-Access database 
will have to be supported. 

. This database acts as a Data Mart before forwarding on the data to Essbase 
Cubes, oracle warehouse. 

. Operations performed here will include data cleansing, data mapping, data 
analysis, metadata maintenance, coordination with data providers from across 
the globe

. Some experience with building and maintaining Essbase cubes is desirable.

. Experience with Ab-initio ETL tool

Mandatory Experience:

 

CANDIDATES NOT MEETING ALL OF THE MANDATORY EXPERIENTIAL REQUIREMENTS BELOW 
WILL NOT BE CONSIDERED FOR THE POSITION

- Minimum of eight (8) years experience in information technology, four (4) of 
which must be in business analysis and formulation of business requirements.

- Candidate must be capable of extracting detailed requirements from people 
internal and external customers.

- Candidate must be able to understand the needs of the end user and be able to 
translate their needs into detailed functional documents and process flow 
diagrams.

- Candidate must be able to write use cases and various diagrams (e.g. State 
diagram, Context diagram).

- Candidate must have experience in creating User Interface Specifications, 
Data Mappings, internal and external workflow diagrams.

- Candidate must possess excellent communication and presentation skills, both 
written and verbal, including the ability to produce clear and well organized 
documents. 

- Candidate must have experience in developing and executing test plans.

 

Associated Skill Sets:

Candidates must also have four (4) of the preferred skilled sets listed below. 
Accordingly, candidates not meeting the supporting experiential specifications 
below will not be considered for the position.

- Full understanding of all phases of software development lifecycle (SDLC).

- Experience with desktop tools such as MS, Excel, Word, Access, MS Project, 
and Visio.

- Functional knowledge with Criminal Justice service organizations.

- Experience in requirement gathering for web based and enterprise scale 
applications.

- Experience with Quality Center and Rational Requisite Pro.

- Experience with Rational Modeler.

- Experience with Rational Unified Process (RUP).

 

 

Project Description:

New York State Drug Law Reform requires the Division of Criminal Justice 
Services (DCJS) to make changes to existing applications and also to develop 
new applications. The project is expected to be executed in two phases. Phase I 
will design and develop an intermediate solution to address the immediate needs 
required to support the legislative changes. Phase II will design and implement 
the changes required in on-going projects. 

 

A Programmer Analyst III is required to assist DCJS in the following activities 
related to the NYS Drug Law Reform project:

- Create process documents and requirements documents; translate requirements 
into functional specifications for hand-over to internal and/or external 
technical teams and subject matter experts.

- Facilitate JAD sessions, Use Case workshops, Business Modeling and Design 
walkthroughs.

- Oversee the development and maintenance of design documents; verify that 
requirements are testable and generate test case scenarios as required.

- The candidate is expected to display strong interpersonal skills, strong work 
ethic, self-motivation, and excellent presentation skills.

- The candidate must be very detail oriented, and possess sound independent 
judgment, very strong written and oral communication skills, and the ability to 
work independently but also successfully work on a team.

- The candidate should be able to stay focused on big picture while effectively 
analyzing details.
