1. Background/Introduction

OCIO developed and implemented SEVIS, an e-gov Internet and ICE
intranet-based system, to electronically track and monitor all legally
admitted non-immigrant, alien-students pursuing an education in the United
States at an SEVP-approved school. SEVP provides available information on
non-immigrant student and exchange visitors participating in authorized
scientific, educational and cultural exchanges to various Government
agencies.

SEVIS was developed and implemented in July 2002 and became fully
operational in February 2003. SEVIS is a product of the post-9/11 global
terrorism environment and is one of the early success stories of DHS. SEVIS
data is accessible throughout the DHS via the Intranet, to schools via the
Internet and worldwide to overseas Department of State (DoS) Consular posts
via established interfaces.

2. Scope
Under the EAGLE Ordering Guide, this SOW solicitation falls under Functional
Category 4 Software Development.

The purpose of this SOW is to acquire information technology (IT) support to
maintain and enhance the SEVIS software application. It is expected that the
technical services acquired will ensure that the applications are maintained
and enhanced, in compliance with agency architecture standards. Agency
initiatives, often unplanned, may also impact technical support
requirements. The application maintenance/ enhancement activities involved
are generally those common to the support of any ICE OCIO system; e.g.
identify and correct flaws in the software, incorporate additional
functionality to meet new business processes and revise the structure to
comply with changing technology requirements. These activities include
analysis, design, development, documentation, configuration management,
quality assurance, testing and implementation support.

3. Services or Detailed Task/Work Requirements

CLIENT requires support from an Information Technology Senior Consultant to:


Design, develop and implement an alternate method to transmit data utilizing
web services on the IBM DataPower in Rockville. This solution will allow the
decommissioning of the current servers maintained in two locations, the
USCIS and the Department of State server sites.


3.1 Task Area 1 Information Technology Senior Consultant

4. Milestones and Deliverables

The milestones and deliverables will be determined according to the
OCIO/SEVIS project plans and project schedules. The subcontractor will be
requested to participate where needed to fulfill the commitments made to
CLIENT leadership and the DHS client. At a minimum, the selected
subcontractor will be required to develop and maintain System Lifecycle
Methodology (SLM) documentation to accompany software releases and the
production environments; the selected subcontractor may also be required to
develop processes, procedures, or checklists which document repeatable
practices for developing or maintaining software or software environments.

The following are the major milestones for this effort:

1 week - Requirements review, revise, PIRB, CCB, etc. (as necessary)
8 weeks - Design, develop, unit test, rework as necessary
2 weeks - Integration test, rework as necessary
1 week - Deliver, transition and training from outgoing SME

5. Other Responsibilities
The selected subcontractor(s) must be able to obtain a Department of
Homeland Security Position of Public Trust clearance.
The selected subcontractor(s) must be U.S. Citizens.
The selected subcontractor(s) must be dressed in a professional manner for
the field in which they are working.

6. Applicable Documents/Attachments

This section is not applicable for this SOW.

7. Additional Provisions

If the selected applicant requires any special accommodations such as
software, hardware and Section 508 (c) compliant tools to perform his/her
job, it is the responsibility of the subcontractor to provide and assume all
cost associated with meeting these needs. CLIENT will not assume any cost.

8. Acceptance Criteria
Criteria for the acceptance of the deliverables will be based on the
approved project schedules and determined by the CLIENT Project Manager.
