Project Description:

A full-time equivalent Electronic Laboratory Reporting (ELR) Quovadx
Cloverleaf Integration Broker Technical Support with appropriate expertise
is needed to assist in the processing of both standardized HL7 messages and
ASCII flat files via Cloverleaf services for inserts into a centralized
repository, and trouble shooting related to the utilization of electronic
reporting in accordance with the requirements outlined in Florida
Administrative Code 64D-3.

                        

Staff Requirements

 

The individual hired must meet the following minimum requirements:

 

*       Contractors will be required to complete this work on site at the
Florida Department of Health (DOH), 
*       Demonstrated leadership ability,
*       Demonstrated self starter,
*       Excellent verbal and written communication skills,
*       Ability to communicate effectively with technical and user staff.

Objectives

The objectives of this project include the following:

*       Facilitate the process of ELR in accordance with Florida
Administrative Code 64D-3, 
*       Create rules and defined transformation logic for as part of
translation of HL7 messages to SQL 2005 databases,
*       Appropriate programming for various ELR feed sources to facilitate
needed data conversions,
*       Ensure optimized flow controls from messages to database
destinations,
*       Contribute to the strategic planning for long term implementation of
ELR for Florida DOH,
*       Evaluate, Troubleshoot, and Monitor the ongoing operations of ELR
for Florida DOH,
*       Communicate problems and resolutions to the ELR stakeholders across
the Divisions and Bureaus of Florida DOH

 

Deliverables

 

Deliverables will include but are not limited to:

 

*       Create all operationally needed message broker functions for Florida
DOH ELR trading partner laboratories,

*        Maintain a interface specifications document consistent with
Florida DOH methodologies and standards,

*       Work with the ELR Stakeholder working group and the Division
Information Officer, to develop a detailed implementation plan, 
*       Create clear and complete reports of all external laboratory
activities and communications.

 

Constraints

 

*        Operations must be aligned with Florida DOH established procedures,

*        All activities and communication involving county health department
resources and external laboratory partners must adhere specifically to
Florida Administrative Code 64D-3,

*        All communication outside of the ELR Stakeholder workgroup must be
approved in advance by the Division Information Officer and the appropriate
surveillance stakeholder,

*        This position will report to the Division of Disease Control
Information Officer and all work must be completed on site.
