Project Description: The Department of Financial Services,
Office of Financial Regulation (OFR)
Purpose
The OFR is seeking to enhance the Regulatory and Enforcement Licensing
(REAL) system to allow for integration with the Nationwide Mortgage
Licensing System (NMLS). The REAL system is the culmination of an
Office-wide effort to integrate the infrastructure and data of many of OFR's
licensing and enforcement functions. REAL provides OFR with an integrated
financial regulatory management system combining core processes for fiscal,
licensing, investigations, examination, legal and complaint functions. Due
to relationships with other states and regulatory bodies, the design of the
REAL system additionally allows for the import of data from other systems
existing outside OFR to support the licensing and enforcement programs. The
REAL system uses the VERSA Regulation commercial off-the-shelf product
(COTS) product as its core component. The selected candidate will be
working closely with the OFR operations and maintenance vendor to assist
with the integration with NMLS.
The OFR is seeking the services of a contractor to provide consulting and
staff augmentation services related to REAL system and VERSA Regulation
enhancements at the direction of the OFR. The Contractor will work closely
with agency's contracted operations and maintenance vendor to complete all
associated tasks.
Scope of Work
The scope of work performed by the Contractor requires technology
enhancements which includes a significant effort to comply with federally
mandated housing reform which was signed into law on July 23, 2008, by
President George W. Bush. This legislation will have significant impacts on
the operations of the OFR.
The Florida Legislature passed Senate Bill 2226 during the 2009 session to
implement these federal minimum licensure requirements. The OFR is required
to implement new regulatory requirements, including licensing approximately
40,000 to 50,000 loan originators who are currently exempt under Florida
law.
All states are required to license their mortgage brokers and loan
originators through the NMLS developed by the Conference of State Bank
Supervisors (CSBS) and the American Association of Residential Mortgage
Regulators (AARMR). The selected contractor will assist the agency in
enhancing the REAL system to supplement the features of NMLS while allowing
the agency to retain the efficiencies provided by utilization of the REAL
System.
The scope of work to be performed includes the following activities as
directed and prioritized by OFR:
* Project management support
* IT strategy and planning support
* Standards and procedures definition support
* Conducts research and provides technical expertise relating to OFR
disaster recovery and COOP planning support
* Provide consultation to REAL system operation and maintenance team
* Provide consultation to OFR management relating to the specific OFR
version of the VERSA software
* Create NMLS Interface designs
* Provide consultation to OFR relating to modification of the REAL
portal to accommodate integration with NMLS
* Conduct NMLS deliverable review sessions for OFR business units
* Conduct JAD Review Sessions
* Develop NMLS testing plan
* Develop NMLS test scripts
* Manage NMLS User Acceptance Test (UAT) effort
* Develop NMLS Implementation Plan
* Manage NMLS Implementation effort
* Other REAL system and/or NMLS project related tasks as directed by
the OFR
Standards and Specifications
Selected contractor will work on a time and material basis in a staff
augmentation capacity. There will be no formal deliverables required.
Qualification Requirements for Contractor
The OFR is seeking one full time, on-site Senior Project Manager throughout
the duration of the project. The position and associated skills,
qualifications and certifications are described below:
* Must have PMP certification
* Minimum of 10 years IT strategy and planning experience
* Minimum 10 years project management experience with large scale
system development lifecycle (SDLC) projects
* Minimum 2 years experience with the Versa COTS package.
* Minimum of 2 years Interface design experience
* Minimum of 3 years experience leading UAT efforts
* Minimum of 3 years experience leading requirements and JAD efforts
* Minimum of 3 years experience leading SDLC implementation efforts
