JUST ADDED: Also need a Technical Writer for the same project in support of developing the Task Order RFP workflow reengineering solution (TORFP)
 
 
They require support to develop a CATS II Task Order Request for Proposals (TORFP) for the procurement, design, testing and deployment of a workflow reengineering solution.  This solution is intended to be the first step and foundation in incrementally modernizing the Department’s legacy mainframe applications by creating a common-access front-end (CAFÉ) for workers.  The CAFÉ will be tailored to the workers’ actual business activities and driven by case management (intake, determination, management and maintenance, redetermination, etc.) workflow functions to improve caseworker productivity.
 
As part of developing the specifications and the TORFP, the Department requires a contractor possessing the specific technical expertise to assess the business requirements, hardware, software, and bandwidth, and any additional technical requirements necessary to support a CAFÉ solution.  The
Department’s drivers are:
 
·         Improved management of end-to-end, customer-facing processes
·         Increasing visibility into and access to relevant data and reporting information
·         Improving and increasing agility, flexibility and functionality of current infrastructure
·         Integration with and preserving of (when sensible to do so) existing systems
·         Investigating and where applicable leveraging emerging Service-Oriented Architectures(SOAs)

·         Bachelor’s Degree or equivalent experience in a technical field.
·         At least seven (7) years direct experience with maintaining and enhancing large-scale mainframe (utilizing COBOL, CICS/TELON, DB2, etc.) applications in a state or Federal government environment.
·         At least five (5) years direct experience with gathering requirements, designing, developing, testing, implementing and supporting incremental modernization efforts and/or Common-Access Front-end solutions in a state or Federal government environment.
·         At least ten (10) years operating with progressive responsibility up to and including work as a project manager, leading teams of developers in a highly integrated environment relying upon a mainframe backbone and utilizing a wide variety of technologies to support operations, preferably
·         in a state or Federal government environment.
·         Proven experience with developing task orders, statements of work, proposals and/or requests for proposals, preferably in a state or Federal government environment.
·         Project Management Professional (PMP) credential required.
·         Health and Human Services experience strongly preferred.
·         Familiarity with the American Public Human Services Association (APHSA) a plus.
