Bachelor's Degree or equivalent diploma in relevant administrative field required. Minimum two (2) years of experience managing the software design coding and implementation process. Minimum two (2) years of experience in MS-Office Suite - MS-Word, MS-Excel, MS-Outlook, MS.Net, MS SQL, C++, Microsoft Visual, APS, JAVA. Minimum two (2) years of experience in developing and testing a real time system called Electronic Procurement and Contracts Tracking System (ePACTS). Minimum two (2) years of experience in writing Project Specifications, IT software and related services. *DESIRABLE* Experience Listed in order of importance: Demonstrated experience in the design, development and use of procedure manuals, process documentation and policy analysis. Working knowledge of various IT/Telecomm Products and services. Strong knowledge of Capital/Expense Budget procedures. Prior relevant experience in performing similar tasks and duties with Government (Federal, State or City) Social Services Agencies, including services with HRA, in complex IT environment is preferable. Knowledge of City's Procurement process and rules.
