*Location: Saint Paul, MN 55113* *Duration: 8 months * *Engagement Start Date:** *5/1/2010 *Engagement Completion Date:** *12/31/2010 *Rate: Open* *Direct client Requirement * ** *Engagement Description:** *Background The Minnesota Pollution Control Agency (MPCA) has authorized a project to integrate many existing databases that currently store watershed data in order to better support of the goals of the Minnesota Clean Water Legacy Act. The MPCA needs a project manager for this project and does not currently have one available. Time and budgetary factors prevent us fr0m waiting for an available staff person. We need to begin the project as soon as possible so that measurable progress is made prior to providing the Legislature a project status update in November 2010. We expect this project component to begin in May 2010 and end in December 2010. The MPCA Watershed Program responsibilities include performing water quality assessment activities for lakes and rivers, listing impaired waters and conducting watershed protection and restoration/TMDL (Total Maximum Daily Load) Study and Implementation projects in Minnesota. The Agency also coordinates closely with other state and local agencies on protection and restoration activities. The Minnesota Legislature provided funding to implement the Clean Water Legacy Act. The funding was provided to expand the state s water quality monitoring, develop additional TMDL studies, install practices to restore and protect watersheds and to monitor the effectiveness of the practices in meeting the goals of the TMDL or watershed plan. The data related to these activities must be tracked in such a way that we are able to make good scientific decisions and provide status reports and updates. Current Problem and Solution Currently the watershed data is housed in more than 10 identified systems, including MS Access databases and Excel spreadsheets. It is difficult for stakeholders to manage and retrieve the data required to support the business needs. Following formal analysis activities, it is clear that a broad data management solution is needed to ensure that all water quality programs have access to the necessary data. As a result, MPCA is investing time and resources in the* **Watershed Data Integration** **Project* that will result in a solution that will link existing systems and provide staff and stakeholders with a central location for reporting, analysis and data management of the watershed data. Expected outcomes of this project include: Easy access to data and information Reporting of activities, investments and results Transparency of measures and outcomes of Clean Water Legacy funds In 2008-2009, the MPCA worked with a contractor to elicit both business and functional requirements for this large project. This resulted in a Development Plan that identified multiple sub-projects*. The Project Manager for this engagement will be expected to begin implementation of the Development Plan. This project will involve project management of the larger project that contains many sub-projects as well as project management for the first few sub-projects that are already identified.* *Additional Skill Requirements:** *The person we need for this project must have excellent skills in Project *Management Institute**(PMI) activities*. This person must be able to operate independently within the project team after an initial orientation period and must be flexible enough to fit into the MPCA environment. The project manager for this project will have a project team of MPCA staff as well as a contractor business analyst and must be able to lead this team to successful and timely project completion.
