*Role: System Analyst* *Location: Austin, TX*
*Rate: $70/hr on C2C* *Duration: 6 months** * Responsibilities include assuring services are delivered in a cost effective manner and in compliance with HHSC standards for architecture, security, and project management methodology; are appropriately coordinated with customers; overseeing projects that cross functional agency systems which provide enterprise level services which require coordinating, planning, and scheduling during the project development and implementation stages; Develops and implements strategic planning actions and policy decisions and makes recommendations of the Agency's efforts; plans and schedules studies and system implementations; analyzes and assists in defining agency disaster recovery responsibilities and procedures; facilitating continuous process improvement; recommending new and innovative approaches to better service delivery or reduced costs; and meeting and evaluating group compliance with service delivery benchmarks. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. Directs activities/projects to resolution including the technical analysis, planning, design, implementation, coordination, organizing of tasks within the Operations Unit involving multiple resources both inside and outside the agency to ensure effective service delivery for DSHS customers. Responsibilities include meeting established goals, ensuring work plans and schedules are in place and properly executed, organizing the work based upon best practices, and overseeing day-to-day operations so that projects are completed on time, within budget, and within scope and quality requirements. Assign/coordinate and/or manage new projects to effectively meet agency needs. Do analysis/design plans. Review and approve designs including charts, diagrams, tables that depict the present and proposed systems in terms of tasks accomplished. Consult with customers and staff to effectively plan, implement and manage quality assurance processes for computer systems and networks at DSHS. Direct/perform the design and implementation of computer system software utilities which interface with application and network software for required functions at DSHS. Maintain existing systems. Monitor resolution off production problems in both application and network environments. Review/analyze existing processes/systems for efficiency/effectiveness.
