I can see where you're coming from, Andy, and realise how important it is to get a 
wide representative group, but I do worry that picking a few geographically dispersed 
people is inevitably a superficial way of dealing with representativity.  I don't want 
this group to be absorbed only in thinking about this issue - but it is a shame that 
when we represent the type of work which is about giving people voice and control over 
communciation media we tend still to speak on their behalf rather than facilitate a 
debate to include them.  I don't think that just a geogrpahically dispersed group will 
mean anything - it may be that you alone are a more efficient way of editing and 
summarising our arguments to feed into policy if you are commited and your heart is in 
the right place.  What we need to be looking at is where those arguments come from, 
whose voices are being included in the debate and how we are accountable to the poor 
and marginalised that we are supposedly working for.

The goal here is to not create a new bureacracy; the reason we need to know who our 
leadership is is because we are a WSIS civil society working group and will have to 
report to the civil society bureau as we come up with recommendations, statements, 
speaker nominations, etc, for WSIS and the two preceding prepcom meetings. As far as 
the bureau is concerned at the moment, I'm serving as the focal point for the group, 
since I organized the group. So if we don't take any action, that will remain the 
same, and I'm perfectly happy to report to the bureau for us on my own. But my 
suggestion to have a few co-chairs or vice chairs was simply to make us more 
geographically representative. There have been some complaints throughout the WSIS 
process that civil society representatives from the north have played too domineering 
a role, with not enough representation from the South. That's why I thought it would 
be good for me to share the responsibility with a co-chair from the South, or  have a 
few vice chairs representing different regions.

I don't think we need to be thinking about creating formalized governance structures 
for our group; it's more like we just need to be able to say to the rest of the world 
who's responsible for the group. 
(and ideally, who's in a position to participate in the various wsis meetings over the 
next year.)

The #1 purpose of this group is to try to represent the interests of the telecentre 
movement during WSIS-related activities. On a secondary level, I think we'll want to 
see if we can create any longer-term goals, given that WSIS itself will only go on for 
another 14 months. I'd hope that we might be able to help forge a sustainable virtual 
network for sharing resources amongst telecentres around the world, but that's just 
one of the ideas we're considering....
