the vulnerable point in the landline system is the neighborhood
access points....the pedestals where individual drops are connected,
and now the increasingly common mini-switches (SLCs, DSLAMs, FTTN
equipment). You get a couple feet of water, and the wiring shorts
out, and/or the equipment may be ruined.
Cell towers are designed to handle pretty high wind speeds, and the
equipment is typically placed in a pre-fab concrete hut that may be
already located on high ground and so less vulnerable to flooding.
I also think expectations are lower for cellphones, so it is not
"news" when your cellphone does not work.
