I came across this report from the Network Reliability and Interoperability
Council (a telecom industry group):

"Broadband Architectures, Best Practices & Service Features for the Increased
Deployment of High-Speed Residential Internet Access Service"

Interestingly, they recommend an individual tax credit to boost broadband
access.  For those who enjoy examining the technology of broadband, there's
some great diagrams exploring the various broadband technologies in the
Appendix on Reference Model Architectures.
