Eyes in the sky Officials in Beijing have announced a new, high-tech weapon to help enforce rules about the way developers use land. As of November, the city will gain access to data collected by three satellites, in order to help detect violations of land-use policies and to prosecute wrongdoers. Across China, developers routinely flout land-use restrictions, which central and local governments impose to prevent unchecked growth. An Jiasheng, director of the Beijing Municipal Bureau of Land and Resources, told the Beijing News, a popular daily, that the city was especially concerned about projects that violate national industrial policies or make illegal use of farm land. China's Ministry of Land and Resources has ordered local governments to ensure that the amount of land approved for construction projects in 2007 does not exceed this year's total.
