Um, Call flattens the receiving direction bit and the remote pending flag into 
one enum.
So perhaps, a remote Sending_State_Pending_Send means we should be ready to 
receive (e.g. the video UI can be prepared to play the video stream); makes 
sense since we are requesting it.
