They should be the same identifiers returned by Connection.InspectHandles [1]. There is no definite answer for the format of these identifiers in the spec, but telepathy-glib docs [2] do mention that it should be a SIP URI (so, with the prefix) in the case of SIP. In the end I think this is your choice. It just needs to be something that can *uniquely* identify a contact inside your connection manager.
