Yes.  I have checked it a few times and just again now to be sure it
still says that and it does. I followed all the steps in the how-to as
much as possible.

The differences I have from your steps are:

Download Subclipse plugin from http://subclipse.tigris.org/update_1.4.x
 - I downloaded the current subclipse plugin from 
http://subclipse.tigris.org/update_1.6.x

Download Tellurium tellurium-0.4.0-u01.jar
- I downloaded tellurium 0.7.0

Project creation -  where it says to add external jars
- the jars shown are not all included with the download steps before,
specifically selenium-java-client-driver.jar and junit-4.4.jar so I
have the current jUnit, junit-4.8.2.jar and downloaded selenium-remote-
control-1.0.3.zip from the Selenium download page

Add Groovy Nature
- this does not show up with the current Groovy plugin for Eclipse
Galileo.  The menu now has Configure->Convert to Groovy Project which
appears to do the same thing and if you look afterwards the menu shows
Groovy->Remove Groovy Nature.
