Are you running iHSS and using it to limit speeds or any other kind of
speed limiting box?

Telrad Zendesk support is very good.  They have 3-4 people that answer
emails quickly about issues.

Send a screenshot of the UE Connection page.  With  CINR of 28/29 your TX
power should be around 1-2 db.. I have even seen -1 when really hot.
