Is it possible to start the S.A. without S1 established ? I want to use the eNB S.A. in a remote location where it will not have Network access so S1 will not be able to establish. Trying it on the bench I get an error 'unknown callpoint' when I try to request enable the scanner so of course request start-scanning doesn't work.
