We're using external HSS (RADIUS) instead of BreezeView to house our SIM information, so I don't know 100% for sure that this will work, but I think I remember reading that the way the BreezeView central IMSI list worked was that it would push the information out to each EPC individually, and the EPCs would store the lists locally and use the integrated HSS.
