Links to general pages

In our Jahia application we have a box in the left menu area, which displays links to some selected "partner pages". Each partner has his own page (using our partner template) and the portal operator chooses, which partners he wants to display in the box (links to partner pages).

The box should also have an "All partners" link, which leads to a page showing a list of all partners. We don't want that the portal operator has to add the "All partners" link into the box, like he is doing it for the specific partner pages, but this link should always be there. The "partner overview" page is also a Jahia template. The same would go for pages in the footer. How could I make this fixed links, when the page-ID is not known yet only the page template?

Do we have to create those general pages during the installation and give constant page-ids for them, which I can use for the links? Could they be created automatically on first access? What is your suggestion?
