No this should not be the issue as this only
concerns WebDAV file storage (and not any portlet custom storage system).
Have you tried not urlencoding the attachments?
Which version of JWMA are you using? I noticed
that a new Struts version is currently being
developped (and was recommeded to you in the
SourceForge JWMA discussion forums)...
