I'm not sure what you mean exactly but multiple-level menus, but there
is nothing in Jahia that prevents you from doing that (apart from the
fact that it will affect performance because of recursive operations).
Just the same way you build a menu you iterate through the child
container lists that contain the sub pages.
This is covered in our documentation, and our templates have examples of
building menus.
As for Javascript librairies that generates drop-down menus, I am no
expert but I am sure you should be able to find a few out there that you
can re-use.
