Still trying to figure this list out... I replied earlier, but foolishly just hit reply (thinking that the list would be in a reply-to header) so it didn't go out to the list...
Anyway, Bugzilla currently does not use the Template Toolkit for UI generation (except in the attachment manager portion [new in version 2.15]). There is some work being done to make Bugzilla use templates, but I'm not the one doing it, so I can't say when it will be done.

As far as "Offers of help?" goes, I would be willing to help with setting up Bugzilla, although that's easy enough to do you probably won't need any help. If you are interested, mozilla.org also has the source for Bonsai available which IMHO is the best web-based way to view stuff in CVS (check out http://bonsai.mozilla.org). I would also be willing to help set that up, but it's been awhile since I've done a bonsai install.
