[Templates] Splash frames

I noticed that the splash frames look correct in Netscape 4.7, but do not look right in IE5 or Mozilla 0.9.3.   Is this considered a bug?  I've temporarily fixed it by changing the pad in the frame template to 2

        WRAPPER html/table + html/row + html/cell
                col    = rgbfore
                border = 0
                space  = 0
                pad    = 2
            ;
