Without knowing if the END directive would always be effective, maybe
it's time to run

   perl -pie's/\/DIRECTIVE/END/g' *.tpl

with a simple 'graduation' logic --- one directory at a time, say.

It's not terribly sofisticated, but it's simple and easy to
understand.
