The only thing I'm scared of here is an unintentional shadowing
effect by the overloading of / to mean both "subdirectory" and
"subcomponent".

For security and clarity's sake, can we use a different delimiter?
Perhaps / for files, but (looking at keyboard) "=" for subcomponents?

[% INCLUDE foo/bar=bletch %] makes it clear that the stepping for "bletch"
is clearly different from the stepping between foo and bar.

My gut says that the blurring between the two steppings is going to
result in some unintentional overloading.

Admittedly, you can't tell now whether [% INCLUDE foo %] means the file
foo or the local block.  Maybe I've always felt a bit uncomfortable with
that as well. {grin}
